John Arthur “Art” Halpen of Calgary, Alberta retired ca. 1976 from his position as a program development officer with the Alberta Apprenticeship Board. He was an enthusiastic Citizens’ Band (CB) radio hobbyist using the handle “Chipmunk”. His former wife Mavis Halpen, “Mama Chipmunk” and his later wife Edna C. Halpen, “Lady Chipmunk”, were also CB enthusiasts. They were members of several CB clubs.
