        Barbara was born in Cut Knife, Saskatchewan to a family of bakers. Her family moved to Edmonton, then Victoria, while she was still in grade school; she would later attend the University of British Columbia in Victoria, graduating with a degree in Home Economics. Later, she would continue education under the University Reserve Training Plan and eventually move with her husband to Clinton, ON and attend the Officer's School. She completed her Education degree with summer school courses and became a teacher in North Vancouver. The family would eventually settle in Calgary, and Barbara became involved in United Church volunteer programming. She became involved with Pathfinders and Guides, the HEA, and the Samaritan Club, and remains an active member of the congregation at St. Thomas United Church.
