Name of creator
Charles Rowat Macmillan, 1878-1958, joined the Royal North-West Mounted Police (RNWMP) in 1904 and served until 1912. In 1914 he re-engaged and in 1915 left to serve in the military. He rejoined the police in 1919 and served until 1932. He was stationed at Cape Fullerton, NWT; Regina, Melville, Shaunavon, and Prince Albert, Saskatchewan; Edmonton, Alberta; and Montreal, Quebec.
