History
William S. Carter, 1905-1991, joined the Royal Canadian Mounted Police (RCMP) in Regina in 1926. From 1928 to 1940 he served in the NWT at Fort Providence, Fort Liard, Fort Wrigley, Fort Rae, Baillie Island, Arctic Red River and Three River Bay. In February 1932 he participated in the hunt for Albert Johnson, the "Mad Trapper" of Rat River. He left the RCMP ca. 1947 and subsequently held a variety of jobs, including safety supervisor at the uranium mine at Elliott Lake, Ontario, supervisor of building houses on Saskatchewan reserves, and stationary engineer for the Department of National Defence. He retired in Regina in 1970.
