Terms of reference approved February 13, 1968 were: a) The executive committee is the main coordinating committee of the Board and has the responsibility of assigning specific problems that may arise to one of the Board committees; b) Any problems or areas of concern that cannot be properly assigned to another committee will be the responsibility of the Executive Committee; c) The Executive Committee will prepare recommendations for the Board where matters involve possible precedents for policy; and d) It is the responsibility of the Executive Committee to review functions of other committees. It will take any necessary action to ensure that other committees of the Board are able to operate effectively; and e) The Executive Committee will review and recommend to the Board or other committees all recommendations of the General Faculty Council that require Board approval.
The terms of reference were revised in 1976 to include the preparation of agendas for the regular meetings of the Board of Governors. The terms of reference were revised again in 1982.
