Prior to 1986, the University of Calgary had been engaged in the formulation of policy on the Ethics of Human Studies. The General Faculties Council approved a report from the ad hoc Committee on the Ethics of Human Studies in April, 1986 which resulted in the establishment of several separate Ethics committees: The General Faculties Council Committee on Ethics of Human Studies, the Faculty of Social Sciences Research Committee, the Faculty of Education Joint Committee on Research Ethics, the Faculty of Medicine Conjoint Medical Ethics Committee and the Conjoint Areas Research Ethics Committee.

The terms of reference for the Conjoint Areas Research Ethics Committee were to examine any research proposal or project to ensure that it met acceptable ethical standards regarding possible physical or psychological harm to human subjects. The committee was also to decide if any aspect of the project should be monitored in respect to the procuring of information. The Conjoint committee would review all proposals that had not originated in the Faculties of Social Sciences, Medicine or Education. Around 2000, the name of this committee was changed to the Conjoint Faculties Research Ethics Board (CFREB).
